Regardless of the mission to which civilian personnel will be seconded, all civilian experts should undergo preparation. The following phases can be distinguished in the preparation and training of personnel for civilian aspects of crisis management: - Core Course – a foundation course focussing on general preparation for mission involvement, regardless of the specific function and mission participants will serve;
- Specialisation courses – preparation for a specific function not necessarily related to a specific mission;
- Pre-Mission Training/Induction Briefing – preparation for a specific mission;
- In-Mission Training – additional mission-related training;
- Training evaluation.
Where individuals hold no prior mission experience, participation in a Core Course should precede the participation in a Specialisation course. Whenever possible Core and Specialisation Courses should take place before a mission assignment, thus providing for well prepared personnel, ready for a rapid deployment in a mission after a short Pre-Mission/Induction Briefing.
