In accordance with the EU’s efforts to support the African Union in the area of peace and security, in particular with regard to the establishment of an African Standby Force (ASF) in the framework of the development of a Common African Defence and Security Policy (CADSP), the EGT seeked to support training for civilian crisis management and stabilization missions in Africa.
The objective of this endeavour was based on the assumption that African organizations may take advantage of the experiences with training approaches and activities developed in the framework of the EGT and by its partners – some of which have extensive experiences in needs assessment and training in Africa. On the other hand, partners and institutions of the European Union engaged in Africa could benefit from African experiences in crisis management activities and related trainings. The sharing of information and the development of possibilities for co-operation were of particular importance given the increased interrelations in international crisis responses.
The project led by the Austrian Study Center for Peace and Conflict Resolution (ASPR), was also based on the conviction that the support for the training for civilian crisis management and stabilization missions in Africa needs to aim at African ownership and therefore has to be based on the needs and priorities of African organizations, in particular of the African Union.
